I am trying to put a static password into configuration slot 2 of two yubikeys. I get the error "YubiKey could not be configured. Perhaps protected with configuration protection access code?" (see attached screen capture.) I contacted tech support and they directed me through the same process that I had used, with the same negative result. They replaced my Yubikeys with two new ones, but I'm having the same problems. Any ideas?

NOTES:
1. I have a theory that the problem may be due to my being on Windows 8.1.
2. I have two other Yubikeys purchased several weeks ago that I programmed without any problems.

This theory is confirmed. I downloaded the app for my Mac and programmed the two keys in less than 1 minute. Just as I had done with the two older Yubikeys running the personalization program on Windows 7.

Please try running the personalization tool with ADMINISTRATOR privileges

YubiKey Personalization tool didn't work for me either in W8.1. I got the exact same error message. Running the tool with Administrator privileges didn't help
Like Tom I had to walk over to the Mac

Hi,
in case someone has a similar problem I confirm that the solution is to use the Yubikey Personalization Tool in a Mac.

I had a new Yubikey Neo with the second slot empty
Using Windows 7 I set a static password in the second slot.I added a TAB at the beginning and wanted to replace the static password.
Unfortunately I was getting the the error that "perhaps it was protected". Used also Admin rights without any success.

Finally I looked for a Mac, installed the tool and was able to set the password.

This is clearly an bug in the Window version of the Yubikey Personalization Tool
