The issue you are experiencing is likely an issue with the current version of the Windows Logon Tool and a NEO with U2F enabled. To verify this is the only issue, we'd recommend disabling U2F with the NEO Manager and testing the Windows Logon Tool again. If it works with U2F disabled, then an updated version of the Client API needs to be installed.

After the install is complete, restart the computer. The Logon Tool should work now. We'll update the Windows Logon Tool download soon with the new Client API packaged, but for now that should solve the issue.
