Understood. The NEO works just fine as a USB keyboard (e.g. I can connect it via USB OTG connector) and insert a Yubikey OTP into the android LastPass app's yubikey OTP field. So, LastPass will accept the code either via NFC tap or via USB OTG.
However, Yubico Authenticator on Android doesn't seem to recognize there's a NEO connected via USB. The screen says "Tap your Yubikey NEO to view credentials" which makes me think that, perhaps, it isn't bothering to look for a USB device. I could be wrong, though, so I also searched the app's github repository [ here:
https://github.com/Yubico/yubioath-android ] for "USB" and came up empty, leading me to think there isn't USB support baked in.
If not, I think it would be a worthwhile add-in.
