I agree with this usability point. FWIW I do maintain websites, & think the green/grey contrast is a little low for best visibility.
I've searched through the user control panel & can't find any customisation that would help, so it looks like this would need an administrator to change or tweak the phpBB theme - which shouldn't be very hard - maybe to use a darker green, or black etc. to improve the contrast. For now, magnifying the page with Ctrl & '+' is all I can suggest to help in the short term.
