I experience the same issue.

Win 8.1 x64
2 Local users (1 enabled for yubikey)

On the main login screen shows both accounts double and all of them work. I tried the COM API installation and resolved the issue where I was able to login without using the Yubico key.

Please let me know if I can assist in any way.

I have tried all suggested solutions to this issue; none work. I still have multiples of each local account, with one required to use yubikey, one not. And, yes, all of the accounts are local, not microsoft. And I am using a Yubikey Neo so the key should not be an issue--indeed, everything is configured beautifully for the accounts that do require ubikey--they just unfortunately also have shadow accounts that do not require ubikey. Please advise how I should proceed.
