Hi,
I wanted to set up the static password so I installed the personalization tool.
But the dropdown list of keyboards only contains "English US". How do I change this to German since I'm using a German keyboard?

you cannot, but you can submit a scancode mapping layout for the personalization tool

Change the layout of your keyboard to use and type the password, as described here:
