I've had to reset several times now using the instructions here:

https://developers.yubico.com/ykneo-ope ... pplet.html

No matter when I try to reset the Admin PIN, I continue to get the following:

gpg/card> admin
Admin commands are allowed

gpg/card> passwd
gpg: OpenPGP card no. [blocked] detected

1 - change PIN
2 - unblock PIN
3 - change Admin PIN
4 - set the Reset Code
Q - quit

Your selection? 3
Error changing the PIN: Bad PIN

I have no idea why, but I continue to get Bad PIN, even though it accepts my pin and prompts me for a new pin, when I'm done setting it, it spits out they above.

What do I have to do to get this going?

It sounds like you haven't successfully reset the applet. Can you run "gpg --card-status" to confirm your PIN retry counter shows "3 3 3"?

Also, when attempting to change the Admin PIN or PIN, make sure the new one you are setting meets the minimum length requirements (i.e. PIN = 6+ characters, Admin PIN = 8+ characters).

Edit:

Default Admin PIN = 12345678
Default PIN = 123456
