I have a yubikey neo that works fine with Lastpass when the key is inserted in the usb port, it lets me login my vault and works fine, however when i try to program the key with the personalisation tool the NEO is not recognised ( no yubikey inserted) ( in NEO mgr : no device found). Another yubikey 2.2.1 is recognised right away... Anybody any clue.

Are you sure you have the latest version of the personalization tool from developers.yubico.com ?

Downloaded the software from Support/downloads on the yubikey.com site: YubiKey Personalization Tools (with graphic interface) v3.1.20 is that the correct version?
