Issues with pam_yubico and per user authorization

I've setup my linux server to use pam_yubico for two factor auth which I want to use for my main user account. On my account I also have a tunnel which gets no shell access and would like to just use public key for. However despite following the instructions for per user auth the tunnel user still receives a prompt for a yubico OTP and/or the password.

So my question is how can I stop this from occurring for the tunnel user?
Secondly is it possible to prevent the password from being the fallback of the input for yubico is not correct?
