Yubikey 4 smartcard not shown on Windows reboot

Is it normal to have a Yubikey 4 not showing the smartcard device after a reboot?

I'm forced to have to remove/insert yubikey 4 after a reboot.

Running Windows 8 x64

Steps:
Leave yubikey 4 plugged in, it has a cert configured in the first slot for PIV
Restart computer
Run devmgmt, no smardcard shown.
Remove/insert yubikey 4, then smartcard shows up.
