I got help from the Support team

1. hit windows key and search for Yubico Personalization Tool
2. In search results, right click the YPT and select 'Run As Adminstrator'
3. Accept security prompts

When YPT launched now my device is detected

The personalization tool does not detect my Yubikey NEO. I have tried the cross-platform version 3.1.14 from the link you provided. The Yubikey does work with Windows and generates the OTP but the tool does not detect it so I cannot change any settings

Do you have your USB drivers installed correctly after installing Window 8.x ?

Hi,
I installed latest personalization tool from Yubico website, yubikey-personalization-gui-3.1.11, on my Windows 8 64bits PC.
But the Yubikey cannot be detected, it works well on another Windows 7 64 bits PC.
Please comment which personalization tool version is available for Windows 8 64 bits.
If not, when can it be officially released?
