Does the Yubikey work when the OS is running?

It is probably because your device cannot handle USB HID interfaces before the boot is completed.

Yubico 2.2.3 with Bitlocker on a surface pro

I have a Windows Surface Pro tablet that I am trying to configure with a Yubico 2.2.3 using a staic password. I have already programed the yubico with the password I wish to use and have successfully configured the surface pro with bitlocker to encrypt the drive with pre boot auth. however when i boot up and reach the bitlocker prompt and insert my yubico key the light on the key flashes and turns off and is unsuable.
