Manual update of static password does not work

I have configuration 2 with static password and manual update of static password set. However it does not work according to documentation.

1. I hold button for 3 seconds and static password is emitted (OK)
2. I hold button for 10 seconds and then press again--this should update the static password to new value but does not work
3. I hold button for 3 seconds and same old static password is emitted (not OK)

Swapping configuration and having static password in configuration 1 does not change wrong behaviour.
