I'm not sure why but restarting the &quot;Smart Card&quot; service seems to have resolved things.  I had rebooted the computer several times while testing this, which would have restarted the service.  I also installed the 1.0.8 cap file from the yubico website instead of building my own. I've got an older Neo running 3.2.0 that I've configuring with gnupg keys.  It works fine under Debian testing and Mac Yosemite.
