Thanks Tom.  The Windows version did the trick. Hi.  I saw the post here regarding setting up a YubiKey NEO to work with Windows Phone 8, but I can't find an executable version of ykpersonalize that runs on Windows command line.  I did manage to find a multi-platform personalization tool, but it does not have a command line mode and I can't figure out the equivalent settings to enable HID and Smart Card simultaneously.  After that, I still need to find a Linux box to run the patch script unless someone can provide instructions how to do this on a Windows machine (or a Mac.
