MRuth is correct here, your phone needs Google Authenticator to handle the interface between the browser and the NEO. Once Google Authenticator is installed, you'll go through the login process to GitHub in Chrome and Google Authenticator will open automatically to handle the U2F action - this is when you tap the NEO to the phone. IIRC, you have to install the latest version of Google Authenticator (I have v4.60 installed) for the U2F over NFC feature to work correctly.
