2nd yubiradius in cluster not working

I've set up 2 yubiradius VMs.

They work fine for authentication individually - however if I power off VM 1. VM 2 no longer authenticates - it appears to have a dependency on VM 1.

Doing a Validate OTP in troubleshooting returns
