Okay, thank you. I did know that I bought it before the Neo came out, but it looks just like it so I was hoping it would be. I did try the Neo Manager and it's just telling me that it's a YubiKey 2.2.3 and "The YubiKey NEO Manager doesn't support this device.".

This is a YubiKey RFID (basically an OTP-only "YubiKey Standard" with Mifare). It does not offer PIV/OpenPGP/Yubico Authenticator/U2F. You should be able to confirm by running the YubiKey NEO Manager.

I have an older Yubikey with firmware 2.2.3 with NFC. Can it be configured to use PIV?
