I think I've got it. I configured the yubikey's using the instructions for the Windows Logon. I then used the keys with Password Safe without using the Password Safe tool and it accepted both keys as they were configured. I am trying to use my yubikey(s) with a couple different programs, one is my Windows Logon, the other is Password Safe.
