The file is only created when you export something - you can do so by clicking the "Export" button normally found in the advanced options of the Yubico OTP, OATH-HOTP and Challenge modes). When exported, it will appear in the root folder of your user (i.e. C:\Users\[USERNAME]\export.ycfg).

where are export settings stored?

The personalization tool allows to export and import configuration settings. When I tick on that feature, the tool tells me that the configuration was successfully stored.
Does anyone know where this data is stored? I could not find it.
