Vlidation server is set to "Local validation Server on YubiRADIUS Virtual Appliance"

I've created a new domain and trying to add new user manually

Username: TestUser
Login name: TestUser
User DN: DN=mydomain,DN=inc
OTP: OTP from Yubikey inserted

I always get an error: "Error in adding the user : Unknown error"

when set Login name to: TestUser@mydomain.inc i get an error: "Error in adding the user : Invalid Login Name 'amatveev@funlifespb.ru"

Is it an expected behavior? an is it possible to define users manually without using LDAP/AD? (and user Yubiradius in non domain environment?)
